SMART Execution in the Public Sector
Digital Transformation for Public Services
Keep the services citizens rely on steady. Test new ways to reach them at the same time.
Public bodies answer to citizens, sponsoring departments and oversight bodies for how they spend. The six-stage engine runs under SMART Execution: Alignment, Evidence, Execution. It starts with an honest review of five domains. One track then steadies core services while a second pilots new digital access channels. Each decision is recorded for governance and audit from step one.
How it works
Baseline & Split
A CIO-level review of all five domains. A workshop then sets objectives, splits the work into two tracks and gets governance sign-off.
Stabilise & Build (MVP)
Track 1 checks your data and the services next to yours. Track 2 maps and pilots new ways for citizens to reach you.
Impact & Decision
Both tracks feed one Value Proposition Roadmap. A disruption test runs in both directions. One model goes to the governance board for a decision.
Roll-Out & Govern
Support through launch, a check-in 30 days after go-live, and a standing governance rhythm across the five domains.
Where Public Services Stall
The hard part is the service model. The software comes second.
- Services follow the org chart. Citizens have to work out which department to ask.
- Work stays inside each department. Requests between departments still move by email and spreadsheet.
- New access channels wait for approval. A pilot comes only after years of business case review.
From Org Chart to
A Baseline Built for Scrutiny
You get a plain view of where your service stands on citizens, adjacent services, data, innovation and value. Two tracks then test fixes and new channels side by side. The work ends with one decision your department acts on, with the reasoning on record.

The Five Domains
Where Your Service Stands Today
Citizens
The Customer Network Strategy Generator tests whether your service treats citizens as one mass caseload or reaches them as a connected network.
Adjacent Services
The Platform Business Model Map and Competitive Value Train look past your own remit. They show where another department or agency serves your citizens, and where gaps sit between you.
Data
The Data Value Generator brings records held by separate departments into one view of the citizen, so decisions rest on the full picture.
Innovation
The Convergent and Divergent Experimental Methods test ideas small and cheap with citizens, before public money goes into a full build.
Value
The Value Proposition Roadmap and Disruptive Business Model Map keep citizen value under review, so the service changes before rising expectations force it to.
Framework adapted from D.L. Rogers, The Digital Transformation Playbook (Columbia Business School Publishing, 2016), applied under BnK's SMART Execution methodology for public sector digital transformation.
The Method
The Six-Stage Digital Transformation Engine
Each of the five domains passes through six stages. Stages 3a and 3b run side by side. Each stage ends in a decision for your sponsor, in place of a status report.
CIO Baseline
Honest pass, all 5 domains
- Senior review of all five domains
- Sponsor signs off which domains come first
Track Split
OKRs, KPIs, domain priority
- Workshop sets objectives and splits the two tracks, with governance sign-off
- OKRs and KPIs set for each track
Stabilise
Data Audit, Value Train, Convergent Test
- Data audit and value chain across departments
- Each fix tested with the Convergent Method
- Tried out in the field with citizens
Build
Access-Channel Map, Strategy Pick, Divergent Test
- Map of access channels and a chosen strategy
- First versions built with the Divergent Method
- Tried out in the field with citizens
Impact & Decision
Value Roadmap, one model
- One Value Proposition Roadmap drawn from both tracks
- Disruption test in both directions
- One service model put to the governance board for decision
Roll-Out & Govern
Launch, sequence, govern
- Support through the Track 2 launch
- Check-in 30 days after launch
- Standing governance rhythm across the five domains
The Two-Track Service Model
Keep Services Running. Build What Comes Next.
Both tracks run at once. Track 1 protects the services citizens depend on. Track 2 tests new access channels with its own team. Innovation becomes a standing way of working, with no end date.

What Your Department Gets
Six Outcomes for Your Service
A clear starting point
A plain baseline across all five domains, in place of a diagram everyone has already agreed to.
Tested before funded
New ideas are tried with citizens before they earn investment. No Track 2 pilot gets funding on assumption alone.
Ready for audit
Each decision is recorded as it is made. Governance sign-off and audit review never depend on rebuilding the trail afterwards.
Weeks to a direction
Workshops in place of long studies. You reach a validated direction in weeks, and spending decisions rest on evidence.
Inclusion from the start
Accessibility is part of the baseline from day one. No citizen gets designed out of a new channel.
One senior lead
One accountable lead from baseline to launch. No hand-over between a strategy team and a delivery team.
